New Issues for the Millenium Trade Round:
Environment, Culture, and Labor
Virtual: November 4-25, 1998
Real: November 18, 1998
About the Conference
The third TED Virtual Conference will focus on new issues that the next round of WTO negotiations will need to address. The "Millenium Round", as some have begun to call it, is symbolic because it will be the first trade negotiating round in the 21st century. It will therefore set the tone for globalization and its impacts on culture, labor and environment around the world.
We want to make the case for including new issues squarely within the next round of trade negotiations. Realizing that hard economic times make further trade liberalization less likely, nevertheless one goal should be to encourage disciplines that cushion peoples from the negative effects of trade.
TED's conference consists of three panels that examine three issues: labor, culture, and environemnt. Panel one discusses cultural issues in the negotiations. Panel two analyzes the role of environment in the negotiations and panel three illustrates the role of labor in the negotiations.
This is our third virtual conference. The prior two conferences outline some issues that will be present in the next WTO round of trade negotiations. The first virtual conference dealt with the means for computing trade-offs between economic and environmental goals.

The second conference looked more squarely at culture issues in trade and environmental contexts, through three panels consisting of food, globalization, and symbol issues.

These four cases about environental issues examine new areas that confront trade disciplines. The products in the cases are very broad and they address timely issues that international trade is facing today. Panel 2: Cases About Culture and Trade
This panel is about cultural issues present in a trade context. The purpose of the case studies is to provide some real life examples that trade disciplines in the WTO might cover. The breadth of the papers on this panel will clearly challenge WTO creativity. Panel 3: Cases About Labor and Trade
Labor rights are under pressure in a variety of global contexts. The cases examine situations that span several countries and types of governments. Further the interpretation of rights in the new global context is studied and politcal and religious rights are introduced as interlinked issues.
